Yes. In most species of Bovidae (including cattle), both males and females have horns. (Which is not to say that the animal in the photo is necessarily a cow; it does have more of a bull/steer look to it.)

Love the color contrast. The blue of the sky is so intense it comes across (fairly or not) as post-processed (not that there’s anything inherently wrong with that). And the look on the cow’s face just anchors the whole thing …
