        Actually, its relative to the 'labor force', not the overall population.

        Given the low labor force participation in some states, its possible that this would dramatically alter the perspective of this statistic.

    This information is incomplete; it ought to include the unemployment rate at the beginning of the year.

    If the rate in Rhode Island were 10% and 5% in Mississippi then Mississippi is still in a better situation though both would have moved towards the middle. If it were the other way around the opposite is true.
