What I would like to see as a rule: Take % vaccinated, subtract out new cases/day/100K, and if the result is above 50, you can relax mask mandates. Vaccinated individuals can still gather privately if they like, but masking still required in commercial venues.

We have 20 states plus DC with >50% vaccinated; still 3 states below 35% (first shot numbers since that's easier for me to use). We're up to 29 states plus NMI, PR and DC, below 10 new cases/day/100K; and only 1 above 20 (CO at 20.3)

Using the measure above, and looking at 1st shot percentages (as an example), only a few places can relax mask mandates: VT, MA, HI, CT, NJ, with CA and NH on the cusp. The way case numbers are dropping more states would meet the requirements next week, and if vaccination rates are robust, most of the country would meet the requirement in two weeks. Too bad the cat's already out of the bag.

Only 4 states with vaccinations >50% (first dose) have infection rates >0.9: NM and HI (0.96), WA (0.91) and ME (0.90). Only two states at/above 1.0: AL (1.02; 34.7% vax) and WY (1.00; 35.4% vax).
