Maybe the house is just being used as a cheap electric pole. Mine (in France) is too, if only to service a single neighbor (I think) or two. I vaguely recall that they asked me for my permission, but I was lazy and didn't send back the form so they (the electricity company, not the neighbors) went ahead and did it anyway. I didn't complain coz I kind of like the French notion of property rights. I can walk through any private forest and lots of people look for mushrooms in mine. This is a country where fences serve to keep cattle in, not people out like in England.
