This is a heliotrope, specifically a Parry's Phacelia growing by the side of the 241 toll road just before it merges into highway 91. It's technically an herb, and right now it's growing all over the place along with fields of poppies.

Technically, any plant that (a) has seeds, and (b) is non-woody is an herb. Herbs are further divided into grasses and forbs (anything that isn't a grass).
This means that some culinary herbs are not botanical herbs. Sage and rosemary, both of which have woody stems, are two examples.

That's nice! Maybe I should sow some heliotrope seeds, to go with my California poppies, which have migrated all over the front yard since I first put in a small bed a decade or so ago. Funnily, they love to grow in rock mulch.

Same genus, different species, and very similar in appearance. Parry's phacelia is restricted to coastal areas, and is common there. Desert bluebells does occur along the coast, but is more common inland, in the Mojave Desert.
