ANSWER: The building is Millikan Library at Caltech. At least, it is for now. It will soon be renamed thanks to Millikan's support of eugenics back in the day. A few other buildings are also due to be renamed, including my old dorm, Ruddock House.
If you hadn't mentioned that I was exempted, I probably wouldn't have noticed where it is.

It's funny, when liberal couples who waited too long look for an egg donor, they usually don't ask for a young lady who scored 990. When they need a sperm donor, they don't ask for a 5'6" with bad acne and a degree from the local community college.
Not Millikan of the Millikan oil drop experiment!? Still, one wonders how great an intellect he was as he whole heartedly supported eugenics but remained skeptical of quantum mechanics and relativity.

Some of the healthiest (once they are treated for parasites) smartest dogs are Latin American street dogs, while most purebred dog breeds are rife with all sorts of genetic issues. Similar to the issue with the British Royal family before they started bringing in outside stock to increase the genetic diversity.
Latin American street dogs are subject to huge selection pressure apart from sexual selection. Not so humans anymore. My own feeling is we'd get a boost simply by not subsidizing reproduction for those on the low SES scale, ie. no child credit. Then we could start subsidizing it on the high SES scale. I.e high dependent tax deductions, parental leave, and national policies to encourage workshare and mommy track type positions in salaried work. This is positive eugenics and is pretty much the many line of thinking among eugenicists (pre-WWII) in the Anglo-Saxon countries.
Maybe we should stop teaching that electrons have a specific charge. Falsus in uno . . . .
