   I always have two reactions when I see these:

   1) Wow, that's just visually amazing and posh.
   2) That's a lot of money that could have been spent doing things to improve the lives of poor people.

      Think of it as infrastructure stimulus in its day. It took a lot of artists and craftsmen to do that.
