It sort of looks like it is wearing one of the old leather aviator helmets

That mask seems a little unusual, but I'm almost surprised the bird isn't a white-collared lapwing.

I think you mean White-headed Lapwing? They are related, and there are a few other species in the genus (Vanellus) that have similar wattles.

I hate the bastards. They squawk hysterically any time something disturbs them, which is about every 10 minutes, so every dog in town regards them as an early warning system of intruders, and indulges in a bout of precautionary barking.

Compared to the ear-splitting calls of the Sulphur-crested Cockatoos, I think they're pretty mellow.

Try baby blue jays pestering their parents for food at the feeder….

Trust me, Blue Jays have nothing on the cockatoo. Until you've heard a Sulphur-crested Cockatoo right over your head, you wouldn't believe that a bird could be that loud. They've supposedly been measured at up to 120 dB. Then there's the Screaming Piha....

I hate them too. I have to spend a fortune netting my fruit trees to keep them out.

The eye is quite unsettling, because on that Plochman's mustard yellow it looks like the eye on the Great Seal (not a marine mammal).
