No such thing as a "seagull." That appears to be a Western Gull, which belongs to the herring gull species complex.

The bill is red, not orange, and has a black tip. The legs are black not yellow. So, no.
Definitely a Western Gull, but the color is oversaturated. The bill should be bright school-bus yellow, with a red spot on the underside near the tip. The legs should be pink, not quite bubblegum pink.

As the human population expands, the amount of garbage in the world increases, and the gulls become fatter and more numerous.

The artist depicts America, facing some headwinds, choosing to turn to the right for answers, only to find itself mired in "Burd", a portmanteau of bird and turd and a play on the idiom, "gone to the birds".
Relax- this is 2.0 so no fallout whatsoever. The agency, who's report would show any cuts as dangerous or meaningless, has been neutered.
Living near the water in Maine we have a lot of these flying rats. We were dining outside at a seaside restaurant in Boothbay Harbor when one of these swooped down and took a whole steak off the plate of a gentleman at the next table over. It shocked everyone except the wait staff. Having said that, it is a handsome bird with nice lighting.
Enough with the fat-shaming! This creature is not only much sleeker than our sitting POTUS, but much more attractive generally, food thefts notwithstanding.
