Two-thirds of all civil service workers are in Defense, Veterans Affairs, and Homeland Security. Unless you're planning to slash those departments, there's not a whole lot left to slash.

Given the methodology of the players involved, they will likely target people at the ends of their careers who are close to achieving their service credits for pensions (saves two ways!)
That would be on brand. The cruelty is the point.
In federal employment to get a pension you only have to work five years. There is no bump for working more - it's years times about 1% times your highest of three years salary. You do have to wait until age 62 or 20 years employment.
Military can retire after 20 years at about half salary, and then can work in a federal civilian job with no deduction. A civilian employee cannot, even in a short term position, and is highly unlikely to get a military job at that point.
How many consultants/contractors across all agencies. I suspect it is a substantial amount.

That said, I appreciate government employees, and have more concerns about waste in private industry & layer-upon-layer of contractors.

Scientists are wonderful. Engineers are terrific. Technicians and mechanics are amazing. Doctors, nurses, teachers, and so many others are necessary to the success of civil society. These are just a few obvious examples. Bureaucrats, however, are absolutely essential to everything. Somebody has to create a useful set of rules for doing things. Somebody’s got to keep track of the money, equipment, facilities, and office supplies. Somebody has to make sure everyone gets paid on time. I could go on…
