With cases dropping and hospitalizations lagging, some places are having hospitalization rate close to or even exceeding case rate.
Looks like Baltimore, Cleveland, and parts of NYC and northern NJ have dropped down to "bad" levels of cases. Those areas can now start having conversations about mask mandates. Everyone else needs to wait. It may only be another week or two--but in the mean time, keep masking.
