He is probably getting water. There is a panel in some (all?) of those Emergency Assistance kiosks that have a water spigot inside. Probably for cleaning the platform, but it serves the homeless well too.

Interestingly (to me, at least) I posted a comment a week or two ago saying I thought the LA subways could not be recommended any more because of the homeless takeover of the subways, Then today I took the bus to/from the Women's March at City Hall and my "pure anecdata" observation is that the situation on the LA buses has improved. In the past, the bus was overwhelmed by homeless folks with mental illness problems; now I sense those folks have moved to the subway -- which makes plenty of sense as, if you were homeless, the subway has many advantages over the bus (warmer, less direct sunlight, less interaction with police, quieter, etc...)
