This is the Sandy Bottom Nature Park near Newport News, Virginia. I got out here to stretch my legs and got a couple of good pictures out of it. This one is an ordinary little marsh, but with lovely shadows because it was taken early in the morning.

I could understand if it was in a rural unincorporated area, but not sure why you phrased it that way. It’s a park in Hampton, Virginia which is comparable in size to NN. Their population density is almost exactly the same, 2669 per square mile for NN and 2665 for Hampton. NN has 17 more square miles, so it has roughly a third more population.
