I think it’s analogous to the way that all FBI agents are “special” and none are ordinary.
All FBI agents are above average.

https://en.wikipedia.org/wiki/Amsinckia_tessellata seems to be a common fiddleneck that is not called "common fiddleneck" although its names are common.
Fiddleneck is poisonous to horses.
